In order to qualify for the Manitoba Provincial Nominee Program, a skilled worker currently living outside the province must meet certain eligibility criteria. Aspirants are required to score at least 60 points based on the selection factors of the Manitoba immigration point system, and demonstrate an established connection with the province, to be considered for the Skilled Workers Overseas stream.
The selection factors of the MPNP evaluate an aspirant’s potential to participate in the local workforce and contribute to the province’s economy. Points are allocated based on five criteria:
Age (Maximum 10 points)
The applicant must be between 18 and 49 years of age to claim points under this factor. Points are calculated as per the date of submitting an application to the MPNP.
Education (Maximum 25 points)
To gain points for the level of education, the candidate must have completed a post-secondary academic credential (diploma, certificate or degree) from a recognised educational institution. To showcase that the qualification is equivalent to Canadian standards, the applicant may have to undergo third-party evaluation.
Work Experience (Maximum 15 points)
To be eligible for this Canada PNP program, a skilled worker must showcase evidence of full-time employment – for at least one year within the preceding five years – in the nominated skilled occupation. Only full-time jobs performed for six or more months are considered valid.
Language Proficiency (Maximum 25 points)
The aspirant must be proficient in one or both of Canada’s official languages – English and French. This is demonstrated by scoring at least Canadian Language Benchmark 4 or higher in each test component of an approved examination for the first official language i.e. the official Canadian language that the candidate is more proficient in. Additional points can be claimed if the applicant has scored CLB 5 or higher in each test component of an approved examination for the second official language.
Adaptability (Maximum 25 points)
Points can be added if the candidate showcases their intention and ability to permanently settle in Manitoba and economically establish themselves as a permanent resident Canada, by providing proof regarding any of the following:
- A friend, or close or distant relative living in Manitoba
- Invitation to apply from MPNP under a recruitment mission or exploratory visit to Manitoba.
- Prior work experience in Manitoba
- Academic credential of one or more years completed from a post-secondary education institution in Manitoba
- A connection and intention to settle in regional Manitoba.
MPNP will issue a Letter of Advice to Apply for nomination to eligible candidates with the highest point scores. While applying for nomination, it is necessary to provide supporting documents to validate the information based on which the applicant has claimed points. If the application is approved, a nomination will be issued.
Subsequently, the applicant can submit a PR visa application to Immigration, Refugees and Citizenship Canada. A provincial nomination adds 600 points to the Comprehensive Ranking System score, thus improving the chances of selection.
An aspirant must ensure that they can meet the requirements of the point system and the conditions of the Manitoba PNP Skilled Workers Overseas stream, before applying for Manitoba immigration through this pathway.
